What programming language to use to write a database program?

If I wanted to make a program that used say a mysql database, what would be the best programming language to learn?

Id say SQL if you want to interact with the database directly.
If you mean you want to access it through a different language other than SQL then i recommend PHP as it is the easiest one i have seen
